Justice For Natives Applauds New Indictments, Leadership Shake-Ups, and Tougher Laws in Arizona’s Medicaid Sober-Living Fraud Probe
Phoenix, AZ – July 16, 2025 – Justice For Natives (JFN), a grassroots coalition championing accountability for the multibillion-dollar sober-living Medicaid fraud that targeted Indigenous people, today released an update on the investigation’s rapid recent progress. State and federal authorities continue to expand criminal cases, recover stolen funds, and strengthen oversight after years of exploitation that left countless Native families homeless and without care.
“Every indictment, resignation, and dollar clawed back is a step toward justice, but survivors are still rebuilding their lives,” said Justice For Natives. “We commend Attorney General Kris Mayes and Governor Katie Hobbs for decisive action, yet we will not rest until full restitution is paid and safeguards are permanent.”
Key Facts
22 new indictments (May 20, 2025) raise the total to over 100 individuals and entities charged in the scandal.
Happy House Behavioral Health case exposed $60 million in fraudulent billings, including claims for deceased or incarcerated patients.
AHCCCS Director Carmen Heredia and ADHS Director Jennie Cunico resigned (April 30, 2025) amid confirmation turmoil.
Senate Bill 1308, signed April 18, 2025, now mandates licensing, routine inspections, and penalties for non-compliant sober-living homes.
